My bike is lowered 2" front and rear. I scrape all the time, no big deal.

One suggestion is simply to get your seat trimmed in that area by an upholsterer, so you can reach the ground more easily.

I'm running SG shocks in the rear which brought me down 1" and a Progressive Drop-In kit in the front which I have set to bring it down 1.5". I have had my bike scrape over big speed bumps, and even smashed my Guardian Bell closed, but now I just hit the speed bumps at an angle and have never had a problem with it since. Now putting it on a jack is a whole different story. I have to roll my front wheel onto a 2x4 to get it up so the jack will fit under it.

I highly recommend this process be used to lower the back end of your Touring Harley rather than the cheap brackets. Have had Bitchinbagger do 2 sets of shocks over the years and they come back better than before. Plus you can get them lowered to where YOU want them to be.
Those shocks look sooooo short. I cannot imagine you are getting a good ride on those?

I run my stock shocks with 50 lbs in them. Are you sure you have enough air in your shocks? 5 lbs does not sound like it would be enough for any weight?

Mean City Cycles also has a seat mod that narrows your stock seat. +1 on seat mods. I've heard it's a good thing to do if you want to get low.

Rear is no problem. All depends on the air pressure. Front is much stiffer, but I set it up that way so I don't ram the fender into the driving lights cross brace or the oil cooler. I want it low without fender contact so I live with it.

That's what the manual says to do. 5 or 6 lbs. solo, 15 lbs . two up with cargo. It had 15 ish when I got it, rode kinda rough. I lowered it to 5 and it rides pretty good.

This is to address the seat issue. Before I lowered it, I would look at the Mean City Cycles "Super Narrow" seat mod. I have a 32 inch inseam and came off a lowered Heritage onto this bike. I wanted to get a little closer to the ground and had the same feeling that the seat was kinda wide. I had the mod done and had them take and inch and a half out of the seat with memory foam added. That did the trick for me. Definitely worth the money.

BTW, that is not the seat in question in the picture. That's a buddy's Street Glide seat that I tried and didn't like.
