IDK - mine had the holes - maybe you have an accessory strut cover?

You will need to get the docking hardware specific chrome strut covers with the holes in them. They come with the kit ( 53246-09C) when you buy it. The left & right side strut covers are available separate (47502-09A - left & 47504-09A - right). I know this as I ran into the same situation. Priced them individually and as I recall they were stupid high. Fortunately found them used form a member here on the forum Good Luck!

There are 2 different kits. 5230013 for the newer models and 54205-09A, 54246-09A for the older models. If you look them up and reference the assembly instructions you will see the difference. Because it was built with the tourpack I am not sure if you require different side plates as well.

I have the 4 point docking kit on my 2009 electra glide,, All I know is, that if I upgraded to a , (I think), a 2014 up touring model I would have to buy a different design 4 point docking kit to fit , as mentioned above .. Looks like you have the docking kit to fit the 2014 up touring bikes ....

This is the kit you need to fit an 09 UC:

I'm assuming the strut covers in your pic are the original ones off the bike. As I mentioned, you need the 4 point docking hardware specific strut covers that come with the correct holes in them. If you click on the above link, then click on "More Info" you can click on a PDF of the instruction sheet. On the last pages (5 & 6) is a parts breakdown of the kit...you either need the complete kit or item number 29 & 30. In the parts breakdown you will see the strut covers with the required holes in them.

Nope just talked with the dealer the ultra classic strut covers don't come with the holes. I guess Harley assumed if you have the tour pack you were never going to take it off .they do sell the strut covers with the holes already drilled but they're like $179

Yup...like I said...the originals off the bike as pictured do not have the holes. The correct ones from the kit do have the holes. Can be bought separate but STUPID expensive! Almost the cost of the entire kit. Again, found mine used here from a forum member...worth looking in the classifieds.
