The powder will melt at about 240 degrees F and will look great but until the part is heated to 400 plus and timed for the thickness of the metal the coating will chip, have poor adhesion and will rub off with a solvent.

Did you check out the pics that I posted of the lower leg? from the looks of that stuff are you thinking the guy didn't heat it up long enough

It looks like they are going to have to be recoated anyway so get a small can of MEK or lacquer thinner and soak a Q tip and rub the Q tip back and forth 10 double strokes (20 total) and see if the coating comes off onto the Q tip. The coating will dull in the rub area but will remain soild if cured.

Acetone can remove powdercoat. I removed all the rails on my boat, made a trough and filled with acetone. Soaked the rails for a few minutes and the PC peeled right off. And yes, the rails were PC'd. Removed the coating and polished them. Had to soak them. Just rubbing over the coating does no good. Evaporates within seconds

Depends on the powder coat...used to get stuff powder coated at work for years...some of the duller powder coating like used on suspension parts is indestructible...some of the "pretty shiny" powder coats are no more durable than paint...on some things we went back to epoxy paint because it was tougher.

My table lift is powdercoated. I use brake cleaner to clean it. Never had an issue.
I had a 2012 Ford F150, my company got bought out and we had to change door stickers. I peeled the old decals off, I'm talking half the door... and removed the sticky remains with a can of brake cleaner. No issues. We changed a few hundred stickers this way across the company.
NONE of the paint was damaged.
My work bench is steel, and spraypainted. Carb cleaner will strip it clean.... brake cleaner will put some color on a rag.
