Default No response when pulling diagnostic codes

I'm chasing an intermittent no crank condition after changing the top clamp on my 05 FLHTC. I tried to pull the diagnostics on the ecm and get a 'no rSP' which I assume means no response. When pulling the other codes I get a 'none', and again I assume that it's reading those codes but not the ones from the ecm. By a intermittent crank condition I mean when the ignition is switched on, the fuel pump doesn't come on, and the starter button doesn't work. If the pump does come on the starter button will spin the motor over but it won't start. It would seem that the diagnostic circuit for the ecm is open. I can't find any information on the diagnostic circuit in my manual. Has anyone else experienced this?

You will get no response if the kill switch is off.

I've checked and rechecked my connectors, looked at the wiring at the starter and kill switches and it's not pinched, verified voltage through the ignition switch, and checked fuses for the fuel pump circuit. I'm stumped.

Ignition fuse supplies 12V to kill switch. When on it supplies 12V to start switch and to the coil of the system relay. System relay when energized supplies 12V to fuel pump fuse.

Recheck all your connectors and make sure your battery is charged and all cables, including grounds are clean and tight.

You say you replaced the top clamp, so you had the ignition switch out. Do you think it could be the ignition switch causing the problem?
