The manual does not specifically list these but the clutch relief cover bolts directly above them are listed at 132-156 in-lbs. I would suspect the bracket fasteners would be the same given they are the same size fastner.
If it's the bolts that go thru the transmission cover holding the bottom exhaust bracket there was a service bulletin increasing the tq due to those botto 2 bolts loosening up and causing leaks. Whatever your reading in the manual ""up it" By 20 inch pounds.
for those who are trying to tighten these with the header is place, make a tool by cutting a piece off of a 1/4 allen key, or use a 1/4" screwdriver bit.
slip that into the head and turn with a wrench:
to figure out what 25 ft lbs feels like...torque the top bolts with a torque wrench to 24 ft lbs...use your tool to turn the bolt slightly...that's what it should feel like and apply same force to the lower bolts.
same tool can be used to adjust bar clamps

25 ft-lbs is a significant increase over 156 in-lbs. Where are you seeing that TQ spec.
hmmm, I see that lower spec referenced in the 2012 manual I have access to.
but my recollection for my 09 was 23 ft lbs.
this was revised to 25 ft lbs in about 2011 as the exhaust hanger vibrations were causing leaks
- I do remember that bulletin as many of the 2010 2/1 streetglides were spewking tranny lube on the ground...the lack of a tranny pan mount for crossover put more stress on the single mounting point- so the spec was revised going backwards

I wasn't aware of that spec change. Seems like a lot but if your careful it should be alright if that's what they suggest as a torque setting. I haven't had a leak yet with the 156 in-lbs, knock on wood.
