Stock size for that wheel is 130/60B-19. I couldn't find a Commander II on that size last year when I installed mine. I went with the American Elite.
And you don't have to move your fender.

Harley has used several different front wheel sizes, all using 130 wide tyres, front 16" to 17", 18" and 19". They all have a similar rolling diameter, thanks to using lower sidewall sizes, hence will fit under the stock front fender. As SB states, the correct size is 130/60, which will have the correct load rating for a heavy touring bike. A 100/90 isn't suitable IMHO.

well I really want the commanders so after crunching the tire sizes it looks like the closest commander to my stock tire is the 130/60b-19. is that a good choice? not sure why shop said the 110/90. after doing conversions looks like I would have to move fender for that.

The stock size for the 19" is 130/60b-19. If you've found the Commander II in that size that's what you need. Do check the load rating though.

i did indeed find the 130/60b-19 commander 2. thx for mentioning the load rating. it is a 61 so i lose about 70#. but i should be fine even though i almost always ride 2up. bike, me, wife, fuel,add-ons, clothing, normal stuff in saddlebags/trunk leaves me just over 200# for luggage when traveling. we pack heavy but no way we will have 200#.
