I'm thinking they may have changed the bolt pattern a bit, pull up the one's on the HD site and try a side by side comparo and see if there is a difference.
I seem to recall reading on here that there is a difference between the Rushmore skirts and the earlier models.... something about the bend radius in the corners being different. Folks were saying the early models didn't follow the curves right.

Those skirts will not fit a Rushmore front fender. It won't even be close enough to "make it work". I have been down this road. Not sure why you haven't found them in P&A catalog, because they have been available at dealerships for almost two years.
