No front brake, handle doesn't move either.

Happened to me last year. Front brake lever locked. HCU had to be replaced. Report it to NHTSA. This is not a fail safe ABS system as Moco advertises. As you discovered, if the HCU fails, you will loose either front or rear brakes - completely! When this starts occurring to the Rushmores with reflex brakes, it will be interesting to see if you lose front and rear brakes. And yes, Rusmores use the same vendor/manufacturer and HCU technology and internal design.
