isn't the locking device separate from the latches? the latches on my tour pak don't lock
On my 07 ultra the latches themselves don't lock. The lock mechanism is above the right hand latchand hooks into a catch attached to the back of the latch. Both latches will open whether the pak is locked or not.

Don't automatically assume that a thieving creep knows how to work the latches. They are obvious to us, but a "screw driver or chisel specialist" isn't even thinking about opening the latches.
I had a premium latch break so I looked on ebay and found a guy who sells the same ones as harley only a bit cheaper, they were the exact same latches so you can save a few bucks with a simple ebay search, hope that helps you out a little.

This is a link to a seller on E-Bay that has standard latches. Maybe he has premium too. Member "Omaha" has purchased from his and says he's great to deal with.
I don't know where you parked, but I'd go back there, call a COP, and get a police report. Someone tried to break in to that. Then call your insurance company. Not sure how much your deductible is, but it might be worth a claim. Even if you could piece it together and hide the damage, it would just **** me off knowing it was there and I didn't cause it.
