I would consider running under 2700 rpm's at speed lugging,others,maybe not....

First off, welcome to riding and Harleys and second, awesome user name.
Lugging is when the bike is in too high of a gear and the RPMs are at such a low level that the engine seems to be struggling. It's like the point right before stalling.
I have a '13 Limited, 103 motor, Big Sucker air cleaner, Rinehart 2-1 exhaust and SE255 cams. I get about 38 MPG with 30% city and 70% highway. Highway is usually cruising at 2,750 RPM in 6th gear (approx 75mph). I weigh 260, was carrying about 15 lbs of gear.
You did answer your own question. A new bike and your going to be twisting the throttle a lot. Not good for mileage. Get out on the highway and set the cruise. Your mileage will go up a little. If your not 100% sure about the bike's history, it may have a cam and tuned for power. If so, it will give up a few mpg's but run cooler with more power.
My Limited gets 36 to 38 and my Road King gets about 40 to 42.
You have a Thundermax tuner, no? They have an autotune function I think, might help with your mpg's. By autotune I mean it reads O2 in the exhaust and increases/decreases fuel accordingly, and remembers what that value is.

2500 should be the lowest your RPMs should be at on the highway, this is about what I have figured out, it can handle it at lower but if it feels the it struggles a bit , downshift. I like to run closer to 2800-3100 rpm. It won't hurt the motor.
