That's what the DMV hand book shows as well as the MSF. While group riding remember Left,right, left, right, left. When Marching remember left, left, left, Right, left.
In a group, someone has to ride on the left & someone on the right. It's best done with a predesignated order. In all my group rides, the lead was always on the left for all the reasons cited.... it really came into play when we would pass slower traffic, in pairs....
When I started group riding, everyone rode two abreast. It didn't give you many options/room to avoid a hazard and you had to trust the guy on your left... But I liked riding in tight formations. Fortunately, I rode with excellent, disciplined riders.
I remember when the radical idea of staggering the formation was introduced. I thought it was a stupid idea, then saw the advantages.
I recently went to a charity group ride. Big mistake. The riders were very undisciplined about their speed, lane position, following distances, and about everything else.
I ended up dropping way back and just followed behind the group... Even though I was on my own so to speak, I still ride on the left....
