So in order to get a "Low" touring bike, you now have to buy the more expensive Limited. As if these bikes weren't already overpriced, now the Company is forcing you to spend more by taking away your choice.

I have a '15 Limited Low. If I was to get a '17 I'd get the standard & put the Low seat & rear shocks on it. The front forks need that extra travel, and it won't effect the ride height much.
My advice if you want the Ultra is to do the same.

Speaking with a HD sales person on this, they will be selling a lowering kit to fit any of the new touring class bikes if you still wanted the "Low" features. I didn't ask the pricing difference.
Any of the touring bikes can be lowered with the suspension and seat you want. No need to pay HD extra. The new M8 already has the slimmer primary cover.

Over priced compared to what? This is the top of line, Harleys Flagship tourer. The ultra Limited starts at $26,999. The Gold wing, starts at $28,129 comparably equipped. The top of the line BMW starts at $30,300, and the Indian roadmaster starts at $28,999.
Another "silver lining" is that last year the Limited Low was ~$1000 more than the Limited. Now it's actually a few dollars cheaper. I assume it's because they now share the same clutch, narrow primary, etc.
The Low owners still get screwed out of heated grips though.
