Most over priced bikes just sit with a for sale sign for months. Yes someone might buy it for top dollar if the right buyer comes along but who wants to deal with dozens of idiots and tire kickers. I personally know of a 2012 FLHTK with under 1800 miles selling for 15K and a 2006 Ultra with under 20K selling for $6500.
You must be in my area because your numbers are right on.

And while it's true the market is flooded, the reason it's flooded is because of the economy, not the over selling of bikes. I live one mile from the motorcycle mecca of HW66 and I would guess we are seeing less than 10% of the motorcycle traffic we saw eight years ago.

It's not just used Harleys that are suffering, my hobby is buying and selling bikes; I've been watching all motorcycles take a 25 to 40% value hit the last few years. And honestly folks, nothing that is going on in DC gives me confidence that the economy is going to get better anytime soon.

I purchased a 2002 Ultra Classic ElectraGlide with lots of extra HD fluff for $8500. Less than 24k miles and looked perfect.

From what i see HD toruing bikes are going for in my area along with considering what i paid for my bike 2yrs ago (09 FLHTCU i bought in 2014 with 9,700 original miles in great cond for $13k) i'd say trim a minimum of $2k if not closer to $2,500-3k off those prices.

And when people realize the M8's are now avail along with assuming they do well having little to no issues with the new design motor i am worried the values may drop a bit more then that on used touring bikes with TC motors.

The future is going to depend largely on Harley's production. The MoCo is claiming they will adjust to demand, realizing they over produced the Rushmore's. If supply becomes tight for the 17's the used market will benefit. If they build like previous years all used will suffer.

Harley will also suffer if the used market stays soft. Additionally, imagine the losses at Harley credit. Selling 2016 baggers with zero down. Some will walk away from the loan. If your ten grand or more upside down, it would be tempting.
