Already tried that, just works out the other direction. I also tried wrapping the bracket with electrical tape behind the bushing, also didn't work.

Mine has been in the same place three years and has not moved, or melted. Can't move out because you put the zip tie through the rubber then insert rubber into location and tie off. Can't move either way.

You may need a new muffler clamp. Sounds like your muffler may be walking back and forth.

and/or the muffler is installed out of alighment.
