I installed a jumper on my 01 Road king had to splice it in but it worked well. On my 13 Ultra I just installed the plug in harness and it works fine, went to all led across the front also. Can't have too many lights I say....

Too my knowledge, the P&A connector has nothing to do with the high beam (or the low beam). Since the spots are going out when you switch to high, that rules out the handlebar switch. If you are certain the bulb is good, test the connector for power then work backwards from there

The Op Clarified that the Hi beam dies not come on. This is what he described:

Switch. Lo beam Light. Hi Beam Light. Spots(,with spot switch on)
LO. ON. OFF. ON
HI. ON OFF. OFF

So, somehow the headlight isn't being switched from LO to HI.

Use a voltmeter and start at the connector to the headlight and work your way back. Maybe you have a damaged wire?

Well, I guess my speed reading isn't worth a dang.

OP, is this the first time you noticed or the first time this has happened? Could be a faulty headlight. Bike still under warranty?

1st time tried high beam. I just wanted to make sure everything worked before I messed with it and glad I did. Yes its under warranty but if it was something like a simple fuse or relay don't really want to mess with dealership. I spent 3 hours there last weekend for them to replace a screw and washer that fell out of quick release.

From what I can see in the wiring diagrams for your bike, the BCM controls power to both the High Beam (BE/W wire, position M3 in connector 242B) and Low Beam (BE/Y wire, position M4 in connector 242B) IMO that means a trip back to the dealer. The BCM is fed power thru the Main Fuse.
