Is the P&A relay for the high beam on a 16 Road King? My low beam and passing work but when flip to high the passing go out, low stays on and high beam stays out. I swapped bulbs and still nothing. There are no fuses labeled for lights so I am assuming they run into p&a. The p&a fuse is still good but don't know about the relay or if that for sure even works the high beams.
So you are saying when you switch the lights to high beam the passing lights go out.
Well, they all do that. That's how they are wired from the factory. There are fixes. I'm sure somebody will let us know soon what they are.
Yes I know they are supposed to go out but the high beam bulb does not come on. I am replacing with LED lights and wanted to test before I spliced the wires. First time I ever tried to use them. But wanted to make sure everything was working before I started messing around.
For your year King, the dealer can easily make that change. Non-Rushmore bikes need an and adaptor or can be rewired easily.
There is no plug and play adaptor for road king. Even dealer said they have to splice wires to get the adaptor to work. Problem is the dual bulb setup they use for Road King apparently.
This was the subject of a recent thread. I have a '14 RK that does the same as yours. A forum member and my dealer both confirmed that Rushmore models can be reprogrammed so the auxiliary lights work (via the stock manual switch) with both low and high beams. Also, the rear turn signals can be reprogrammed to work as brake lights. My dealer said it a 30 minute job (~$50) for their digital tech to reprogram both. In reality, it's probably a 5-10 minute job for the digital tech. I'll have it done the next time I visit the dealer.
For '13 and older touring bikes it's H-D P&A 69200441, which is what I have for my King. Newer touring bikes, the dealer waves their magic wand and then press a button on their 'puter.
Others here do a splice-n-dice.
A buddy has done the same thing on his '15 King as what heavypic is doing. Might try another dealer.

Reason: typo
Thank you all for the info on the auxiliary lights but that isn't my problem. My problem is when I turn the high beam on the bulb does not light. The low beam stays on but the H9 bulb does not light. I swapped the bulb but don't know which fuse is for high beams or of its the p & a relay.
