I have a 2013 Electra Glide Ultra Classic and just did the 15000 mile service, the service book called for a new derby cover gasket/oring after i did the adjustment, but after seeing the condition of the old one, i kept it and thought to my self if i was in a bind, i bet i could reuse it.
All that to say, on my bike, the book calls for a new one, but its questionable if its actually necessary, IMHO.

I have found that when you change fluids if you put only one quart in the primary instead of the thirty six called for , it quiets things down some and shifts better . Short my 05 a little and that dang thing is smother than my 2013 Limited.

could give that a try. it shifts great, just dont think it should be as loud when stopped and putting it into first. and i checked the tranny fluid and its good.

I have yet to replace a derby cover gasket on mine or any friends I've worked on. Have reused the rubber rings and the full coverage ones. Just cleaned gasket and mating surfaces and good to go. Haven't had a leak yet.

dont have to worry about a oring, there was no oring. instead there is a wide gasket with silicone sections on each side. i was able to turn the adjuster in more than one full turn. set it 1/2 turn. still clunks into first. maybe thats how it suppose to be.

At 25000 I would replace the derby cover o-ring. HD manual recommendation is for replacement at each primary housing service when cover is removed. Not saying I agree because I don't follow their rule on my own bikes. Usually for me it's every other service. From HD I thinks it's more over the top safety/ liability concerns a leak could occur form reusing an old seal. If you ever noticed, most service related bulletin or manual from HD states, "could cause serious harm or death if not performed this way".

CLUNKING?
Pull in clutch and wait about 5 seconds before putting in first....won't clunk.
