It was the tourpack for me. Put it back on, went for a rip and the vibration that I was getting was gone.
Removed and went on same route...vibration returned. I guess in my case the tourpack absorbed the decel vibration I was experiencing. It may not be the same or to the extent that is being felt by others.

- So as I have been a professional tech for 30 years I have to disagree with the manufacturer on the use of engine oil in the transmission. the shear point of the oil is not sustainable for two up or hard riding.
-- would you believe that exchanging the transmission fluid with belray hypoid gear lube for motorcycles 85-140 synthetic it will change the ride forever. it is amazing how it shifts and handles the load of thew deceleration. that is why some have no issue and some do engine oil is not a gear lube.
I have exchanged it in my flhs that i have changed the transmission gear set and shafts to a dyna set up and it really changed the entire smoothness of the accel and decell.
I have a 2025 FLHP with the same vibration / engine shudder. It only happens on deceleration. Usually around 2000 rpms as the engine rpms are dropping as I approach a stop. While in gear the shudder is stronger. Though I still feel it when I clutch in to neutral.
