I've got my bike put away for the winter ( 2014 FLHTK ) or I'd check it myself. I was wondering if either the accessory plug in the fairing, or the one in the trunk was hot all the time so you wouldn't have to turn the switch to accessories, thus turning on some of the running lights, to charge something.

I know where he's coming from though. Been a few times my phone was near dead and I was camping.
Wished I could charge it with the bike but that requires having the bike "on/acc". A hot lead just for charging etc would be nice. I know you can wire one. May do that.

The tender plug is hot, it's right off the battery. Just checked two bikes in the garage, took voltage readings off the tender pigtail, no power turned on.

As mkguitar mentioned, if the OP wants to charge a phone or similar without having the ignition on, get one of those SAE to USB port charging adapters he linked too.
Thanks that's the answer I was looking for, I too would like to charge something without turning the ignition switch to accessory . guess I'll have to rig something up to run off the battery tender connection . thanks for the help
