The stock parts (seat w/shld etc) come with it (big deal) He is including a cycle jack. Looks like a good one. I think he said it cost around 3-4 hundred. I know that shouldn't factor in the price, it's just extra stuff he won't need.

John, sounds like you are fixating on the particular bike and seller, rather than doing your homework. Here's a link to Kelly Blue book' "Average Retail" for an '02 EGS of $12,170--and that's what a dealer's "ASKING" price is.
If this is a "sympathy" purchase and you just want to give this guy money, it is, of course, your money.
Get the ads from Cycle Trader, Kelly, etc. so you have some ammunition to support your offer and possible purchase price.
Who knows, you may find a nicer, newer, better equipped bike for the $13K you seem willing to pay for a bike.
