As far as I know, there are only two ways to transfer the mileage to a new speedometer:
1. The new speedometer downloads the mileage from the ECM via a data cable. This is how the HD analog combination speedo/tachs do it. Those speedometers are married to the bike (VIN) after 31.1 miles.
2. A brand new speedometer can have the mileage set by the factory. This is done through the dealership before you take possession of the speedometer. I don't know if you have to relinquish the old speedo? The MoCo will not, under any circumstances, set the mileage on a used speedometer.
The bottom line is that you cannot set the mileage on the odometer.
