Your going to get so many opinions your brain will explode.lol.I have olins and they work great for me.we have a vendor on the forum that sells them.his name is howard and his company is motorcycle metal.call him and he'll give you the truth about shocks.good luck in your search.
dk customs did testing of most popular brands, best bang for the buck were pro action and bitubo, the higher priced shock were a bit better but more than a bit higher priced.
Look up Suspension Technologies at yelvingtonusa.com their shocks are a quality built and fully made in the USA. I am 5'10" and ride a 2003 Electra Glide and bought the Black Hills Series 11" shocks in Sturgis last year and loved the ride home. I hated my stock shocks, I would always bottom out over bumps and RR tracks. I knew I needed shocks so I looked in Sturgis and they let me test them out. Two days of riding in the Black Hills did the trick. Both my buddies 14 Ultra and 15 Road Glide both bought them and they feel the same.
I highly recommend them. They come in 11", 12" and 13". Standard or Heavy Springs.
What I like is that they tailor them to your Bike, Height and weight including passenger and gear. Also you can adjust the spring load easily by hand.
There is no such thing! 'Best' is something we each have to decide. There are zillions of threads on suspension in here and the jury is still out. Use 'Search' for shocks, sit back and read a few of the recent posts and get a measure of what you are asking about. For what it is worth I also have Ohlins from Howard.

DK Customs only sells Pro Action and Bitubo but I'm sure their test results were fair. Go Ohlins and be done.
