Generally, proper oil level is just below midway between the upper and lower operating range marks on the stick...HOT
Everybody want to fill oil all the way to the top mark, usually cold, and then wonders why it pushes out into the air filter, Harleys dont like to be overfilled and will push out what they dont need, engine an trans both!
I also think that as the air cleaner gets soiled from excess oil getting pushed out and then add the rain , the engine is sucking hard and I believe it creates more flow from the breathers as it has to get that air from somewhere. So the problem compounds itself. I used breather vent hoses to ground, keep oil level at half a quart low (cold) and its good now at any speed.
Bingo! Good advice to keep the oil a little low but still in the "zone". I find riding back winding roads and riding hard, I get blow by that seeps past the A/C. When I have a big smile on my face after a good fun run, there is more oil on my saddlebags. I wipe it off and smile more. When I ride sensibly, there is not a splatter. I think me gunna do a breather bypass drain some day.
