Default Water leak

Yep, you read that right. For several weeks after returning from a trip, spending the last day riding in rain. I noticed a leak on the left side of the bike. Behind the primary, in front of the rear tire. First thought it might have been shock oil, but looked and felt like water. Everyday the puddle would be there. There are two small nuts holding a protective cover on the bottom of the swing arm. I removed them and the water poured out of the holes. Somehow, the water was sucked into the swing arm frame. Is this a design flaw? Anyone experience this before?

There are a fair number of comments about this on other forums, and apparently a Harley service bulletin on it too.

This should link you to an apparently unofficial "bulletin" regarding this problem:

The belt guard is blocking the drain hole for the swingarm, drill out the guard and make sure the drain hole is open.

I remember reading about belt guard blocking swing arm drain hole on touring bikes back in 2009 with the new frame. Lots of threads on this.
