looking to buy shocks in the 700-1000 range. What's experience have you had with these. They all seem similar in price. Can't decide. Leaning towards Pro Action.

Based on posts like this I went ahead and ordered a set of #2-#3s from Howard a week ago, got a tracking number today. Should arrive same time as my new jack. Super stoked to be ditching the air shocks and improving the ride quality.
I just got a pair of Pro-Actions installed last week at their shop in Beaver Falls PA. They are a very significant improvement over the stock Harley air shocks and the Pro-Action folks are great to work with.

Your shocks are based on a Sportster design that I completely reform the compression map to suit a touring bike and the individual.
These shocks have a sort of bypass for small bumps that make the shock "weaker" so the shock lets the swing arm move up and down but lets the frame remain where it is thus reducing the feeling the road irregularities induced upon the wheel and frame. All changes once the bumps grow and more compression is needed.
Return policy:
You will not be talked out of your shocks much less sending them back, ask everyone who purchased them. They are very tall (338mm) with a much longer stroke (97mm) for comfort but still sits at around 12" with you on the bike with proper sag set. If you are interested in looking cool with a lowered bike sitting on the kickstand at the bar, they are not for you. If you wish to be very comfortable riding past the bar, you get the point.
