I own a 2016 Street Glide Special. I have Vance & Hines true duals with Rinehart 4-inch slip-ons. I'm considering going to the Rinehart high-flow performance baffles to get a little more sound out of my pipes. Any thoughts?

I think you'll notice a loss of off-throttle torque - and get tired of the noise if you are older than 19... and welcome to the forum.
Really? I'm 35 and think the hi-flows sound much better than the standard baffle without being overtly loud at all. No difference in "felt" torque loss either.
Then again, I'm also running the Rinehart headers, not mixing and matching brands.

I'm currently using 4" Rinehart's, I agree, you will lose low end torque, "call it a flat spot", from (idle to somewhere around 1,200 rpms), but will achieve a deeper sound.
It depends on what sacrifices you are willing to make to achieve your objectives.

I have rinehart full exhaust and switched to the hi-flow baffles, around town I love them, but on highway after an hour my ears bother me. Just my opinion, still not switching back to the regular baffles yet.
I have Rinehart slimline duals with 4" Rinehart mufflers, I put in the hi flo baffles about a month ago. Sound is a bit more aggressive, but not a lot, and I do notice a very slight diffference in low end power. I like them and they will stay on. If you do it, I would recommend pulling your mufflers off and tap the baffles out from the front. I wrestled for two hours trying to pull them out from the back, even after spraying lube, etc. they wouldn't budge. Tapping them out from the front was much easier.
