I have a '13 CVO Ultra and I've been in some heavy downpours (with and without) the rain sock in place and only once (last month in SC) did my bike give any indications of the rain effecting it in any way, and that was similar to a "hiccup"!
I have never noticed any changes in MPG during or after riding in rainy weather.
If I think about the sock and have time to put it on before heavy rains starts I'll put it on and it may also be a good idea when washing the bike, but it seem like the plastic baggy would work just as well if not better for that.
I had a RamFlo on my Sportster... for those who don't know, it is a foam filter on a plastic cage that is fully exposed to the weather. Cleaned and oiled regularily and have ridden in numerous downpours without a problem. This bike, Street Glide, has the heavy breather, and it too has been in downpours with out an issue. Have the sock, but rarely use it. Again, cleaned and oiled regularily and no problems. Remember, your leg is in front of or around the A/C, you are not flooding the engine with water. And yes it's damp/wet/moist, but it is also hot and firey inside the cylinder!!!
I have a sock for my open filter but I've never used it while riding in a downpour. In fact the only times I use it is if I'm washing the bike or if I'm staying somewhere overnight and can't get the bike out of the rain, I'll use it to cover the filter then. Never had an issue riding in the rain without it.
