Well, just glancing at Illinois laws, not even sure they could. Do you have a salvage title? Or is this just a carfax report and nothing else? I've seen carfax lay some eggs before.
First, we don't know the condition of the bike or what you paid so we have no way to know if you paid a fair price.
Second, Carfax is not perfect and have been known to give incomplete or even misinformation.
I'd ask the bank to see a copy of the title. If they won't do that ask if they can at least look at it to see what it says. I'd think it would be in their best interest to know if it's a salvage title as it could affect vehicle value.
If it truly is a salvage bike the you need to become familiar with the laws pertaining to used vehicle sales in your aera.

FWIW, I took that to mean the dealer told him they did not sell him a bike that was totaled.
Been a LOT of language barriers lately. It's really odd that a grown man or woman wouldn't know what to do when they they think they've been completely hood winked by a "legitimate" business.
