Everything is "repairable" if a person wants to go the time and expense. Your description is vague, no indication of the point of the leak. There was an early problem with radiator necks and caps not properly matched, either a new radiator or new cap would fix that. A pin hole in a hose would require a new hose, a leak in the water pump would require a new pump etc. A '16 should still be under warranty, your service department seems a bit inept if they can't locate the leak. Any lemon law in your state? It sounds as if your mind is made up to switch rather than to fight. What you will lose on the trade in would probably have paid to fix your problem several times over but now you will have an M-8, I would guess.
Many years ago it was common practice in the factory to add a coolant leak sealant to the anti-freeze in order to "seal" the cooling system at the time of assembly.
Water (and air) can and will find a way to escape with the smallest of openings.
Not rocket science so it's surprising that even though the water cooled Harley is a relatively new design, liquid cooled combustion engines have been around for over a century but appears to be a challenge to the H-D engineers.
Sort of makes me happy (for now at least) that I've kept my '13 and may do so until they have this issue under control.
