What are the chance of water in the system?
I am not much of a wrench, but have never seen goop like that in my brakes.
Just flushed the system on the 02 Ultra this summer and the fluid was darker in color and Was done 4 years ago the last time around 35000 miles ago.

DOT4 absorbs moisture, as do all brake fluids except 5. Brake systems are not completely sealed systems. At points like caliper to seal junction you can get some emulsivacation that can build up.
As said, flushing the brake fluid every couple of years will go a long way to preventing that.
