Sorry been out of the loop for a while. Is this something I can fix myself or is this one of those things that has to go back to dealer?

Get yourself some non ABS brake lines and a piece of black tape for the ABS light. OR, pay 900.00 to 1300.00 dollars for another Chinese ABS HCU made by BWI (Harley's supplier). Worst design in ABS history.
My thoughts exactly. My Uncle took his 09 EG in for a failed unit. After it sat at the dealer for a month waiting on the part he just decided to trade for a new bike. Bike was still sitting in the shop 6 months later waiting on that part. This wasn't a warranty replacement either. It was coming out of his own pocket. From my understanding, they're having to replace so many of them that they can't keep them in stock.
Here's what it cost me to have my 09 FLHTC repaired. Looks like one part is Delphi, assembled in Mexico.
You paid almost $600 just for tires?! You guys need to start shopping around or visit your Indys. $600 for tires? I can get American Elites for $320 and theyre better tires than OEM. As far as the HCU goes, go to board tracker, buy the parts and do the repair yourself. Once youre done take it to the dealer to confirm the bleed and then keep them flushed every time you change your brake pads or at least once every two years.
If you think owning a bike is cheap, youre wrong and I dont care what brand you have.
As with most things from China, the Harley ABS system leaves a lot to be desired. Specifically, it's the ONLY ABS system on the planet that causes COMPLETE brake failure when the ABS unit fails. All others have full residual braking capacity sans the ABS function. In my opinion, that's borderline criminal.

I do need to make sure that the HCU is locked up but from all the talk on here it sure sounds like it.
I hate to do away with the ABS because that is the major reason that I traded for this bike. I am old and I don't react as quick as I once did!

All you have to do is squeeze or depress the pedal or lever that's frozen. While holding it, break the banjo bolt loose from the corresponding line on the HCU. If the lever or pedal moves after fluid starts to seep out; there's your sign.
