As the previous post indicates, if a working FOB, which can be acquired at a dealer, is handy the PIN can be determined/changed. If as others have stated, having a FOB is important, that is why a dealer can be more helpful?
Im not sure where you’re going with this but I don’t see where the OP is stating that he didn’t have the FOB to begin with. He said he asked the dealer for the pin to use when the fob isn’t present. I assumed that he does have the FOB, just wants to get and change the pin. Regardless, it’s apparent the dealer wasn’t of much help.

So I guess the question to the OP is, do you have the FOB or not???

If so, this thread has more than enough info to allow you to change the pin.

If not, you’ll need to have the dealer set you up with a new programmed FOB. Easy and as simple as that.

I took it to mean he doesn't have a FOB and was curious about how get the PIN. That is where I was 'going'. A dealer wouldn't help if that is the case.

The key has the original factory password .The numbers are under the rubber on the ignition key . If there atre only 4 numbers you add a zero at the start of the number

That number is used to buy a new key that is cut the same.
It has nothing to do with the security system PIN

And, only the number 1 through 9 are allowed when setting up a PIN

I have used this number to start a bike when the fob battery was dead

how? every hd key that i have had has only had 4 digits on it. since you can't use a 'zero', how would you do it?

fwiw, every hd that i have owned that came with security (5 of them) the 'default' pin code was the last 5 digits of the vin. granted, that may have been setup by the dealer, but it was from 2 different dealers, owned by different principals.

My original code, at least when I got it from the dealer, was 11111.

I thought all bikes with security came from the factory with the same code and the dealerships were "supposed" to change them? Or at least tell the owners to do it to personalize it.

One of my former dealers used 11111, another 12321, and yet another 12345. So I am pretty sure it's a crap shoot, that's why you personalize it in the beginning of owning it, then you don't have to worry. Even with a used bike, as long as it comes with at least 1 fob, then no worries. Personalize and get on the road.
