I don't know about putting a 200 tire on a Rushmore, but this may be something to consider:
I'm not a hot rodder by any means & the best mileage I could get out of the 200 rear tire on my Fat Boy was right around 8k miles. I tried Dunlops and Michelins, both got the same mileage. I've heard of guys getting as much as 10k out of a 200 rear tire, but that's about it. Went back to a Touring model after roughly 35000 miles & going through 4 rear tires.
Just something to think about if you put a few miles on your Touring bike.

I put a 200 x 17 on my 09 without any problems (dont think the Rushmores have changed anything at the rear) but the only reason to do it is looks. Worse tire mileage and no improved handling (maybe better traction but slower turn-in). That said, I like the look on this bike and the negatives really are not a big deal, to me anyway.
