Was riding Honda and Kawasaki. I was wiggling the bars to try and free them up. Wouldn’t move. Nothing to do with counter steering as there basically was no steering.

Can you more clearly describe your experience? When you say "froze up" do you mean that the bike would only track straight ahead regardless of how firmly you pulled (or pushed) the handlebars?

What happened when you wiggled the bars?

Correct. The first and second time I was changing lanes. The 3 rd time I was about to come off a off ramp. I made the manouver slight adjustment to move and the bars wouldn’t move for about 1 to 2 seconds

When wiggled bars just tracked straight. Would not allow any adjustment to make the manouver

you need to push the bar direction you want to go, not pull it.
Left turn push the left grip.
Right turn Clyde? Push right side

Actually, if you push the left grip, you're going to the left. That's what countersteering is all about.
