I just read it again it was 11.8. I’ll check that next. I will also check the bulb again just to be sure. Thanks

I checked the voltage to the plug that goes to the tour pack and it shows the same voltage. That voltage is enough to trigger the lights in the tour pack, I’m lost.

Did you measure that 11.8 on the tail light filament contact or the brake light filament contact? It makes a difference.

For clarity, does your tail light work? Or is that out too?

Doesn't take much corrosion on a bulb base or in the bulb socket to render it inoperable.

Obiviously you have starting voltage. Check your voltage at battery and on the cable that hooks to battery.
See what that is to compare.
