As you can see, some of the people responding to the OP's question don't have a clue or never looked at the plug on the end of their bikes charge plug from the factory. The HD tender has three wires to match bikes plug but most after market tenders only use a 2 wire harness.
am i missing something here? 2 DC to the bike and 2 AC to the outlet. i have 7 of these things and they are all that way.
For the past few years, new Harleys have come with factory installed 3 plug pig tails, positive, negative and neutral.Probably for requirements of some country's where bikes are sold.

Traditionally the plug that went to the bike has two wires and two connectors and about a decade+ ago Harley started selling one with two wires that has a three port connector and charges at a higher rate if the three connector pigtail is attached to the three connector charger. If the charger with three connectors is attached to a 2 connector pigtail, it charges at the lower rate.
However - they both only have two wires going to the battery.
Today both continue to be sold so many people wouldn't know about the other one.

I did not pay the extra $10 for waterproof tender; mine charges in the garage.
My wall connector only has two connections, the connection on my bike has, what looks like an extra connection.
I always assumed that was a ground for the waterproof charger.. though I never cared because I charge inside.
Is this, third connection on the Bike battery tender connector what the OP was asking about?
Is there a third contention present on the waterproof tender?
1.2 amp tenders use a two prong pigtail. Five amp tenders use a three prong pigtail hence the three prong connector on the factory installed pigtail. This is per Harley installation description on their factory harness.
LOL
This one will keep about 6 batteries happy at once
We have winter here...hibernation for the summer stufffffff
Huh. 4 of snow in the winter here.
I don't keep mine on tenders. I just put them on the charger once duing the winter and once before I start it. I realize this takes an effort for some.
7 years on Harley batteries. Some still going. Put them in the mower. 4 wheeler 7 years, side by side 6 both still going. See how long the sled battery goes, only year 2.

It's the rule.
No that is not the rule.
You can have double insulated cords. Look at power tools,
