2004 EG ignition switch...

got a friend with a 2004 electra glide and his ignition switch is stuck in accessory mode and will not budge. he pulled in the garage and shut the bike off and couldnt move the switch in any direction.
any ideas what the issue may be.

That is the spot to get the key block out on my 99. Small tab under block push with small screwdriver. Then stick screwdriver in hole to see if switch works that way

forks locked?
try to move the handle bars right/left while turning key.

Thanks guys.
upon further research I discovered that he has been riding the bike since he lost the key. The key hole is in the locked position and the switch is in accessory . Forks can be turned in either direction. Harley cut him a key according to his VIN but the key will not turn from unlock.
could this be a key issue that will not let the switch turn from accessory.
