So I went to HDF for advice and I took a HDF members advice and tried the Mr. Clean Magic Eraser! A little bit of elbow grease and It worked like magic!

Next time use Harley’s Boot remover and a pre-1979 penny as a scraper, follow up with 0000 steel wool. The earlier pennies have a lot of copper in them, and as such it won’t scratch the chrome. I can remove most boot marks in under 60 seconds this way.
I use a sharp knife and gently cut off as much as I can, then I finish with chrome polish. Takes longer than 60 seconds, but not longer than five minutes.
definitely not 000 ! It is too coarse and can scratch.
Use 0000, and the best solution I have found is WD40. Soak the 0000 steel wool with it, hold it on the burnt crap for a bit, then rub it away. Never failed me on anything burnt on.
