Not a dumb question. The A/F table values are represented as percentages, more or less than the ECM is instructing the injectors to provide. So, "14" for 10% TP @ 1500 theoretically means it is providing 14% more fuel at that point. I've been told by a reliable source that these numbers are not exact, though, and are more for representing values relative to others on the same table.
The ignition timing table represents advancing or retarding the timing in degrees. For example, "4" for a given table block would be a 4° advance over ECM at that point.
Jamie at fuel moto said each point was 1%, add 5 points and you have added 5% more fuel for that setting. He also said if you want to richen up by range, low mid and high, use the three buttons on the pcIII and each has a value of 3% for each bar, add 1 bar up in each and youve richened up all ranges 3%.

If I had to bet, Id bet on Jamie, I've had those guys at DJ confused a time or two with simple questions.
