I have ran Mobil V-Twin in the primary on my 04 RK for the past 75,000 miles. Recently switched out to Formula +, but my bike does not like it. Dumped that and put Rotella T 15W40, and finding neutral is no longer an issue. Funny, I have been running Formula + in my 14 FLHTK for 50,000 miles and neutral is easy to find. Guess my old 04 is temperamental.
Don't forget that primary chain also.....it is real easy to adjust to tight.
But the clutch is the major issue. It took me a few times to get mine set correct. Now I can find neutral at a stop light.
My mechanic suggested running Redline to help the "neutral issue locating issue"....so I took his suggestion and it seemed to help measurably! I began using it when my 2015 Ultra Limited had 1,200 miles on it. Now, at 14,000 miles I'm still happy and can shift into neutral easily every time.
I had this issue with my Ultra. it seems to loosen up after ~10K miles but I find a slight roll forward and a light touch on the shifter does the trick about 98% of the time.
Don't know if it's the same for you but I bought a used bike a few years ago and it had true duals and stock mufflers installed. The bike ran REALLT hot and the hotter it got the more it wouldn't go into neutral. I changed the oil in the trans to a 75w140 gear oil and adjusted the clutch, that helped, but very little. I finally bit the bullet and put power duals and hi output mufflers and that changed everything. I didn't keep that bike too long because it had other problems but finding neutral was not one of them.

Harleys can be like that when it comes to finding neutral. My 2014 Sportster was very hard to find neutral. My 2015 Fatboy was easier, but still a challenge sometimes. For some reason my 2018 Road King it is really easy.
One thing -- sometimes it is a lot easier to find neutral when the engine isn't running. My Fat Boy was like that. The Fat Boy got much easier as it was broken in.

Next time you change out your primary fluid, regardless of Syn 3, Redline, Mobil 1, whatever. Short the fill a few ounces. It's been working for me for many years.
