The reflectors do not need to be on the forks. They just need to be towards the front of the motorcycle. Doesn't your motorcycle have the HD bumper assembly with reflectors on the side?
What is the point you are trying to make? The reflectors are required on the sides on the motorcycle, amber in front, red in the rear, on the left and right sides.
That a red reflector on the rear of a motorcycle is required, at least in California. Just pointing out that HD did not put them on some production models.
This picture taken several years ago show's why the reflectors are important. I accidentally had the flash turned on on my camera when this photo was taken. Notice the ONLY think that reflected the flash:
I forget what year (maybe 2009), but the HD Street Glide was manufactured without a rear reflector on the fender by the license plate. Which has nothing to do with the OP's post; just making a point.

I agree some states do require a rear red reflector.
Maybe you have the year and vehicle model wrong, but according to the HD Parts Manual, a 2009 Street Glide did come with a rear red reflector.

I believe you are correct on that point; I removed the front bumper and light and installed a Road King HD chrome piece.

Wow! Thanks for all the info. My 2014 Limited had reflectors on the lower fork legs like in the picture a few posts back. I agree this is a safety issue, especially when the bike is parked at night on the street. As indicated, I am going to pull them off my oem fork lowers and re-mount them to my chrome ones.
If your state doesn't require them you won't get them. But they'll put them on if you pay extra.
New bikes come with reflectors because the MOCO just makes them all the same not knowing what state they'll wind up in.

If your Kit was from Harley "Parts and Accessories", it would have come with 2-sided Tape for you to re-install your original reflectors ... you just may not have had them given to you
