Stiffen up the shocks with adjustments.
I'll be trying my 11" Pro Action coil overs today with the little woman on for the first time since I got them last year. I'll be mindful of tire rub too.

I have 11" Pro Action shocks on my RGS, and when my girl is riding with me tire rub was never a problem.
So I would think you would be fine also.

My 11" shocks are cranked all the way up (stiff). Doesn't seem to be stiff enough to minimize the travel. Obiously not much space between the tire an fender with the bike lowered and a heavy load.
The tire "feels" like it is rubing the plate below the fender where the back rest mounting bolts are. Not positive and very difficult to see in there to verify what the tire is hitting.
Investigating some other options. Hoping there is a cure with out putting the longer 12" shocks back on and having to be tippy toed when coming to a stop.
