I recently installed new handlebars on my '04 Ultra Classic. Took it for a test ride to check all electrical devices including CC. All worked well then, disaster struck. The regulator failed and caused a chain reaction of damage. Long story short, the regulator, TSM, battery, speedo and tach all bit the dust. After the repair I again took a test ride to, once again, check all devices (including CC). I engaged the cruise and it was working properly. I rolled up to my first stop sign, disengaged the cruise then proceeded on. When I tried again to engage the cruise it wouldn't set. I have checked the front and rear brakes to determine if they are in a constant state of "on" as to cancel out the cruise. Both front and rear are functioning properly. I have tried to run through the diagnostic check but have been unsuccessful. When I start the check I can't get the cruise light on the tach to flash to green. Is it possible that the switch at the handlebar is faulty? I'm at a loss and would like to avoid another trip to the shop if at all possible. Any suggestions?
It is very likely your idle roll-off switch is out of adjustment. Get a continuity tester or ohmmeter and run through the idle cable adjustment procedures outlined in the book. In my experience, it can be easy or a real **** to adjust.
I recently put Progressive gas cartridges in my front tubes and even though I did not take off the handlebars or do anything to the cables, I did lay the bars back on the tank and apparently that was enough to throw the cut-off switch adjustment out and the CC would not engage until I went back through the adjustment procedure and got it right...

If you can get to the switch spade connectors, take one wire off the switch and take a ride and see if it engages. The system should work without the switch but it will not disengage when you roll off the throttle towards idle, you will have to either tap the brake or toggle the on/off switch to disengage.
