I made my own "wig-wag" type setup, when I have a switch on, as I approch a intersection that seems a bit "busy" I hit the high beams and my driving lamps willflash... kinda like a cop bike.. with the switch off everything is back tonormal...
Had one for many miles on my 93 Gold Wing, I always rode lead or rode with it off if I did not. They do get noticed! Many times I could see folks set way longer than need be just to see what it was doing. Don`t have one for SG and probably won`t. Have thought about the brake light one though.
I have the comagination headlight and brake light modulators on my Street Glide. They were both very easy to install. The headlight modulator is literally plug and play. The brake light requires you to splice into the 12V lead going to the brake light as well as ground to the battery. Here are two short video's showing both in action:
I also run with a brake/turn signal module so only the brake light flashes and the turn signals stay solid. Up front I have the driving lights wired to stay on when the highbeam is engaged so only the headlight flashes while the driving lights stay solid (I did this after making the video). According to the Comagination website they recommend that you have both a flashing and steady light for the best visibility. I've had several people stop to tell me something was "wrong" with my head light and when riding in traffic the car behind me definitely stays back a little further due to the flashing brake light. I highly recommend any modulator kit if visibility is a concern to you.
I've heard comments on how they irritate people more than they help, and that people actually look away from the bike(s) and aren't paying attention. They also don't get you many friends as you follow people on the freeway. Not all attention is good. I think used in some traffic situations, they really help with the safety factor. I have the flashing brake light on my wife's bike and I really like that it grabs attention when appropriate.
I think a lot of people don't understand that you can key it to your brights and use it only in certain circumstances. I had one on an earlier bikeand I never used if if I was riding behind someone.
I was fairly selective with it, usually toggling it on (high beam) when going solo through intersections, on country roads riding solo or in the front and in dust and dawn driving. I plan on adding one to my bike.
Kinda looks like the KISAN works only on high beam and the Comagination does both low/high.

I don't know why you'd want it modulating with the low-beam, as you can hardly see it in the daytime. The beauty about this that you're using high-beams in daylight that are pulsating 4x/second, which is very visible. Add a 100w high-beam bulb and you're really in business to draw attention to yourself. I had a friend ride down the street with mine and it looked like a freight train coming down the road.

weekly ill have some one pull over and let me past, have on sev occasions had people get outta thier car and ask me what it was for, i notice people noticing me, being cutoff/turned in frt of or "not seen" irritates the hell outta me. id rather my mod's irritate the hell outta them.MO

In a nut shell headlight modulators are legal by Federal law in ALL 50 states so long as they meet certain criteria. The Comagination and Kissan modulators indeed meet these criteria. I'll be mailing a copy of this to the police department of the officer who insisted that I was driving an illegal bike.
I wouldn't mail it in!!! I would take it up there and talk to the chief and watch commanders. I am an officer and I hear them talk about this being illegal and I have to let them know of the fed law your talking about.... and I am from a big dept. so I can just think what the small town dept think and know. good idea to carry a copy on your bike.

I have mixed feelings about the modulator headlights. I've seen many cagers do some stupid things in reaction ... some think it's a LEO and actually make unsafe attempts to clear the road.
