Yesterday I was stopped by a LEO for having my headlight modulator on. He didn't cite me, but insisted that my headlight flashing was "illegal". I politely said that I begged to differ and then turned them off. In case you are running one of these or are considering running one I found and printed this up so that in the event I get pulled over again I'll have some documentation to support my case. In a nut shell headlight modulators are legal by Federal law in ALL 50 states so long as they meet certain criteria. The Comagination and Kissan modulators indeed meet these criteria. I'll be mailing a copy of this to the police department of the officer who insisted that I was driving an illegal bike.
If you have a link to that form I'd like to have a copy, too. I've had my Kisan installed for four years and have never been hassled, but it wouldn't hurt to carry a copy of the law along just in case.

Floridafred, did you put a modulator on both headlights or just one? I've used the comagination unit before but only on single headlight bikes.
From the comagination web site they reccomend youmodulate both headlights for the Road Glide and all Dual headlight bikes,and that's what I bought for mine. The dual headlight modulator. and the 9 flash brake flasher. I really don't care who I p!ss off as long as they see me. If they hit me, thenthey Damn well better make sure I'm dead cause ifI can still wrap my hand around their throat as they are leaning over me, asking if I'm OK I'll choke the livin Chit out of em. If I'm going, I'mtaking somebody with me.
