Poor Mileage
I have a 99 ultra with efi, and was told by the guy I bought it from, an old work buddy, that it got 45 mpg. I was getting 35-40 mpg, usually riding around 65 to 80 on the freeways. I went riding on some curvy roads, just cruising and not thinking I was batman, and got almost 51 mpg, so the speed will have alot to do with you milage. alot.
I just bought a big sucker, waiting to put it on, and am not sure if I want a pcIII or fuel pak, shop I use most suggested the fuel pak. I just recieved, today, the fix my hog dvd's for the touring model, including the bolt on disk, and have yet to see what they say about these units, so I'll be a bit more informed, I hope, tommorrow
Good Luck on that milage. I still think that 38 mpg beats the 13 mpg my service van gets.

I have a PCIII and was getting 36-39 mpg. I adjusted the numbers in the cruising range and now get an average of 46 mpg for daily riding and 49 mpg for highway riding.

I should mention that short trips can really cut into the mileage. It's the constant start-up and warming that uses more fuel. So it can be difficult to tell what your true average is. I ride mostly on the highway at steady speeds and check my highway mileage by filling it up and running non-stop until I need to fill up again. Then I do the math.
Oh yeah, Your dealer is doing what dealers do. Getting your bike in and out as fast as they can. Remember the nicest sound in a Harley dealer is the cash register, not the bikes.

44mpg from a big inch build when ridden normally (keeping the wrist out of it) and 38-40 mpg running 75-80 mph on a long haul up and down the appalachians. I am running 13.8:1 in the cruise range.
