I used to either get the cap on on 1st try, or it seems I would have to fight through 4 - 5 attempts before I would get it on.... It got to be a pain in the hands...
Now I use a double headed (or double jaw) Bessey clamp, along with my fork vise... I get the cap on first time, every time, regardless of spring strength..

If they are white pvc, chances are someone put a spring kit in it already. I know that progressive does this.
