FWIW....
I used to either get the cap on on 1st try, or it seems I would have to fight through 4 - 5 attempts before I would get it on.... It got to be a pain in the hands...
Now I use a double headed (or double jaw) Bessey clamp, along with my fork vise... I get the cap on first time, every time, regardless of spring strength..

I am trying to install a set in my 2019 Street Glide Special. in my stock fork upper tube there are some plastic piece inside that appear to be part of the upper tube. did you remove these items? i have contacted fox and they are worthless.

If they are white pvc, chances are someone put a spring kit in it already. I know that progressive does this.
