The easy way is via Harley. Theyll need your VIN and proof that you own the bike. Just spent $59 a piece for the replacement bag locks. Tour pack should be the same.
You could take the existing locks apart, and figure out the particular combination of pins to make a few of the pins work with your ignition key. Bit fiddly, but doable, I think. I chose not to, but with the price of the replacement locks, maybe I should have.
Do understand that the locks are a joke.two little screws into the plastic are all that hold them in place. A strong thumb can pop them off. The security is psychological.
If you figure out the combination of 7 pins, you need to use all of them, not just a few. With the ACE tubular lock, the pins rotate 90 degrees so the top pins rotate over the bottom pins.
You don't have to prove you own bike. All they are doing is selling you locks. When I bought tour pak just gave them number off the key, not vin, and the locks matched my bike.
If all else fails, can buy the locks from H-D keyed to match the ignition
This is what I did when I added a tour pack to my Road Glide. Went to HD and gave them my key number and was shipped all the locks I needed, and they matched my Ignition!
