I also have the zippered H-D saddlebag liners for when taking trips. But for daily use I have these fitted liners. They keep things from rattling and sliding inside the bag.

These look nice but I do not think they fit my 2019 CVO Street Glide.
The liners made for the Rushmore saddlebags will fit. Your CVO bags have that 3" bottom stretch it won't cover as the bottom of the liners are flat. I have the CVO-style bags, so this I know.
Those are the H-D liners. They have them for pre-Rushmore and Rushmore bags. They are a bit pricey, but I used my H-D rewards to get 'em cheap. Some online H-D dealers have them for 15%-20% off.
I use the advanblack in mine, they looks and fit great.
Those are nice! Do they glue in or simply slide in? Similar liners from other companies glue in. From the reviews I have read about the glue in liners, it seems like they are a challenge to install.

You put in pieces of velcro, they give you a huge roll. The outer layer of the liners sticks to the velcro real good.

I called AdvanBlack and they said that their liners only fit their bags. They definitely do not have anything that will fit a saddlebag with an HD stock amp in it. I cannot believe that no vendor out there makes a saddlebag liner to fit a 2019 CVO Street Glide. I have checked everywhere!

My bags are not advanblack, the bottoms might not fit the exact lines but no one looking into mine would ever be able to tell, the CVO style liners should fit your perfect. I haven't seen the saddlebag amps but I would guess you would have to remove to put the liners in and then install on top of the liner.
