From what I can read in the pictures, it looks like this wire/circuit your chasing also involves the front fender tip light. Check that wiring in/under the front fender.
I've seen it before where that wire was chaffed/exposed and causing the same issues you're describing.
I'm on the harness under the rear fender wagon, but would also check the rear running light/brake light for corrosion in the socket or on the bulb contacts that may be going between the contact points.
Your signals do not get power from that fuse, the front running light in the lamps get power from that fuse.
You did not say if it was intermittent or a dead short.
If it is intermittent first check to see if any lights arent working when fuse is good, then you are going to have to go around inspecting and shaking all the associated wires to see what wire blows the fuse.
If it is a dead short I would start by finding out if it is in rear, front, or other.
Unplug the rear lights (plug 7 A/B) and Tour-Pak (plug 12 A/B).
You can either check the wires from the plugs for shorts with a VOM, or just put in a new fuse and see if it blows.
If no luck there, unplug the interconnect harness (plug 15 A/B) then Fender Tip Lamp (cant read it, but believe it is plug 32 A/B.)
If your bike is the same as mine, locations are as follows:
7 A/B under seat (then goes to underside of rear fender, might look where it goes through fender)
12 A/B inside Tour-Pak
15 A/B inside fairing, right side by radio brace
32 A/B inside fairing, left side bottom near lowest fairing screw (follow up from front fender)

If the problem goes away when you unplug that rear harness under the seat, the rear tire will need to be taken off if it's not in the light assembles.
Years ago I had a dead short in the rear. The wires with the contacts for the bulb came thru a small plastic disk. It had split allowing the spring load hot wire to get over to ground.
Of course it and buried inside the signal light/tail light. Had to look at ever inch of wire to figure that one out.
Ok, I think I have narrowed it down to somewhere in the main connector inside the bag to somewhere back to the fuse block. I will see if there is another connector somewhere else that is in between.
